The Federal Employment Agency is focusing on artificial intelligence: With a new framework agreement worth 19 million euros with Aleph Alpha, the BA aims to become Europe's most modern digital service provider in the public sector.

Heidelberg, Berlin, 21 October 2024 - The German Federal Employment Agency (BA) has taken a significant step in its digitalization strategy by signing a framework agreement with AI start-up Aleph Alpha. This contract, which runs for two years and can be extended for a further two years, involves investments of up to 19 million euros. The aim is to create a secure and sovereign digital infrastructure for the use of artificial intelligence (AI) in administration.

Challenges and opportunities through AI

According to Stefan Latuski, Chief Information Officer at the BA, the authority is facing major challenges, particularly as a result of demographic change. By 2032, more than 35 percent of employees will leave the BA. AI will play a central role in automating routine activities and relieving the remaining staff so that they can concentrate on their core business, such as advising customers.

AI is one of the key technologies on our digitalization and automation journey in the coming years. It will enable us to automate services and relieve our staff of routine tasks.

Generative AI as a key technology

Generative AI is used to create a modern knowledge management system that efficiently consolidates and processes specialist knowledge. Initial pilot projects have already shown that AI technology can significantly reduce the time it takes to process notifications. AI supports employees by taking over processes that can be automated, while the final decisions continue to be made by humans.

Sovereignty and EU AI Act compliance

Aleph Alpha provides BA with a comprehensive and flexible AI system that supports market-leading technologies and is based on European data protection standards. BA can operate its AI infrastructure both in its own data center and in the cloud. Jonas Andrulis, CEO of Aleph Alpha, emphasizes that the company's solutions are particularly suitable for organizations that require sovereign and transparent technologies. The system also meets the requirements of the EU AI Act, which sets strict guidelines for the use of AI technologies in Europe.

Integration by Materna

The IT service provider Materna will be responsible for integrating the AI solutions into the BA's existing specialist procedures and processes. The AI solution, known as Pharia OS, will simplify employees' workflows while creating attractive, technology-supported workplaces.
