Integration of artificial intelligence in the administration of Baden-Württemberg

The Baden-Württemberg Innovation Lab (InnoLab_bw) presents the new text assistant "F13" for the state administration. Based on generative artificial intelligence, this program was developed to sustainably relieve the burden on state administration employees.

The rapid development of new chatbots and artificial intelligence (AI)-based language models promises to revolutionize the way we work with information and texts. In cooperation with the Heidelberg start-up Aleph Alpha, InnoLab_bw is presenting its text assistant "F13". Developed specifically for the requirements of employees in the state administration, this advanced support system aims to provide them with sustainable relief in their daily text work. With the ambitious goal in mind of making the current prototype fully functional by the end of the summer, development is underway.

Currently 4 functions

New functions are introduced to optimize workflows. The summary function allows employees to select different compression levels for inserted texts. The cabinet template (KV) memo converts uploaded cabinet templates into a summarized memo template. The research assistant supports the preparation of large amounts of information, while the "Vermerkomat" enables the creation of a comprehensive continuous text. The "Vermerkomat" is currently in the test phase.

It is important to note that the summarized texts must always be reviewed and checked by a person. Complete automation of the processes is not planned. Close involvement of the users plays a decisive role in the further development of the "F13" functions in terms of quality. For this reason, a diverse group of testers from various areas were integrated into the feedback process at an early stage. From May 2023, all employees who have access to the state administration network will be able to use "F13".

Baden-Württemberg as the AI spearhead

With the development of F13, the federal state of Baden-Württemberg is setting a new standard for administration in terms of artificial intelligence at state level. If the program with all its planned functions is integrated smoothly into everyday working life, a noticeable increase in efficiency can be expected. By carefully monitoring and tracking progress, this could lead to a leaner and faster administration, which would ultimately also directly benefit citizens.
