Ark Climate receives € 2.1 million pre-seed

The climate and GovTech start-up Ark Climate has raised 2.1 million euros in a pre-seed round. The financing is led by climate tech VC Satgana. Also involved are another.VC, the Voyagers Climate Fund, several angel investors and the German Federal Ministry of Education and Research.

The company intends to use the capital to expand its team, strengthen its market presence in Germany and further develop its data- and AI-based models for analyzing emissions.

Municipalities as key players in the climate transition

Cities and municipalities are under increasing pressure to implement concrete climate protection measures, from heat planning and transport infrastructure to the energy-efficient refurbishment of public buildings. According to current analyses, municipalities in Germany alone could save more than 100 million tons of CO₂ equivalents, which corresponds to around 16% of national emissions.

In practice, however, implementation often fails due to fragmented data, complex decision-making processes and the coordination of numerous stakeholders from administration, politics, business and citizens.

Platform bundles data, planning and implementation

Ark Climate, founded in 2024 by CEO Ruth Bosse, is developing a cloud platform for data-driven municipal climate management. The solution integrates climate data, connects stakeholders in a shared workspace and enables municipalities to

• Plan climate measures in a structured manner
• implement projects across departments
• measure and report progress transparently
• analyze the actual impact of individual measures

Embedded data models evaluate energy and emissions data as well as the impact of specific measures and show whether existing activities are sufficient to achieve political climate targets.

Already in use in some German cities

One focus of further development is on AI-supported analysis functions that are intended to speed up decision-making processes in administrative bodies. The aim is to enable municipalities with limited human resources to take action and prioritize investments more effectively.

According to the company, Ark Climate is already working with 43 municipalities in Germany, including: Berlin, Solingen, Bamberg and Kassel.

Growing market for digital solutions in municipal climate protection

Investors see digital management tools for local climate policy as a growing market segment. Cities are increasingly turning to software solutions to efficiently implement regulatory requirements, funding programs and their own climate targets. With the pre-seed financing, Ark Climate aims to expand its platform technologically and position itself as a long-term technology partner for municipal climate strategies.
