The German manufacturer of unmanned systems Quantum Systems and the Lithuanian defense technology company ADV Defense UAB have signed a Memorandum of Understanding (MoU). The announcement was made on November 25, 2025 at the German-Baltic Defense Industry Conference in Vilnius. ADV Defense is part of the Teltonica IoT Group and is one of the relevant players in the Lithuanian defense sector.

Deepening German-Lithuanian cooperation in the defense sector

With the signing of the MoU, both companies intend to further expand their industrial cooperation. The MoU covers joint activities in the areas of market expansion, localization and research and development. The aim is to pool expertise from Germany and Lithuania and to drive forward the development of operationally proven unmanned systems.

Our cooperation with ADV Defense will help to accelerate the deterrence capability on NATO's eastern flank and provide real capabilities to our partners on the ground.

The cooperation will also strengthen the industrial base of the defense industry in the region and promote innovation in a sensitive security environment.

Importance for NATO's eastern flank

Quantum Systems has long been pursuing a strategy of expanding its industrial presence on NATO's eastern flank. This also includes supporting the German combat brigade stationed in Lithuania. The partnership with ADV Defense is seen as a further step to promote robust supply chains, regional value creation and technological sovereignty in Europe.

This partnership embodies what we believe in - collaboration, trust and local value creation.

Donatas Sirgedas, Managing Director of Quantum Systems Lithuania

Donatas Sirgedas, Managing Director of Quantum Systems Lithuania, emphasizes the local focus. The cooperation stands for trust, regional competence development and shared responsibility for European security.

Partnership at eye level

Martin Karkour, Chief Revenue Officer of Quantum Systems GmbH, also emphasizes the long-term nature of the agreement. According to him, the cooperation is intended to help strengthen existing capabilities on the ground and further expand the deterrence and defense capabilities of NATO's eastern flank. Both sides see the cooperation as a partnership of equals, based on common goals and long-term commitment.

Positioning in the European defense ecosystem

The agreement is part of an increasing intensification of European defense cooperation. It builds on the joint initiatives promoted within the framework of the German-Baltic Defense Industry Conference and is in line with the"United for Security" leitmotif formulated there.

With the MoU, Quantum Systems and ADV Defense are sending a further signal for strengthening European cooperation, technological resilience and industrial development in the defense sector.

The defense tech sector is becoming increasingly important in the German start-up landscape, not least because geopolitical reality and security policy requirements demand new technological solutions. Quantum Systems is almost exemplary of this change. The company shows how quickly the market is developing and how strongly investors are now looking at this area. Back in May, we reported on a 160 million euro financing round, one of the largest of its kind in Europe. This was followed just a few months later in September by another article on the planned expansion into the UK, linked to an investment volume of over 50 billion euros that the British government has earmarked for new defense initiatives in the coming years. The momentum shows: Defensetech is no longer a niche segment in Germany, but is developing into a key driver of innovation, industrialization.
