Migrant Founders Monitor 2025

Migrant founders strengthen the startup ecosystem. One in seven startup founders in Germany was born abroad.
Berlin, May 14, 2025 - The Migrant Founders Monitor published today by the Friedrich Naumann Foundation for Freedom and the Startup Association clearly shows that startup founders with a history of immigration make a significant contribution to Germany's innovative strength and economic dynamism. However, although their influence is great, the location lacks decisive structural improvements to be able to keep up internationally.
14% of founders were born abroad - 23% of unicorns
According to the report, 14% of German startup founders were born abroad. In the top group of unicorns, the proportion is as high as 23%. This makes it clear that migrant founders are not only numerous, but also particularly successful. They drive forward new technologies and business models, found internationally oriented companies and create jobs.
Germany falls behind in international comparison
In the USA, for example, the proportion of migrant founders among unicorns is 44%. Migration has long been considered an economic success factor there. Germany has the potential to adapt this model, provided it succeeds in facilitating immigration and showing more openness towards international entrepreneurship.
Migration and innovation belong together. In order to remain competitive worldwide, Germany must become more attractive for female founders from all over the world.
Prof. Dr. Stefan Kolev from the Friedrich Naumann Foundation
Good quality of life, but poor immigration conditions
It is true that 80 percent of the founders surveyed value the quality of life in Germany. At the same time, however, many criticize the hurdles in the immigration system: only 17% find the conditions for skilled workers to immigrate good, while 34% criticize language requirements. Only 55 percent rate social openness as positive. In the study's view, this is not enough to actively promote diversity.
Foreign founders not only bring international perspectives with them, but also outstanding qualifications: 91% have a university degree, more than half of them in STEM subjects. Characteristics such as a willingness to take risks and resilience are also above average among migrant founders.
Better networking is the key
Another result: Migrant Founders have stronger international networks, but weaker local connections. Only 46 percent feel well connected in Germany (compared to 57 percent of all founders). More English-language events, targeted funding programs and inclusive networks could have a decisive impact here.
If Germany wants to remain an international innovation hub, we need targeted improvements: from faster visas to a culture of openness.
